The current file size limit is 25 MB for editing Excel Docs, 100MB for Word, and 300MB for Powerpoint.

Track changes work normally.
Track changes work just as it does in regular Microsoft 365 documents. Multiple collaborators can make, suggest and update changes. Keep in mind that it is still one file so any admin who accepts changes will be doing so for all users in the system.
Track changes are displayed in the PDF versions.
This means that while track changes are on, all annotations are visible to anyone who has access to the PDF.
