User Types and Access
What user types are available in Govenda?
Govenda has three User Types: Standard User, Admin, and Super User.
A user's User Type controls their general level of access in Govenda. A Standard User can also receive Admin Rights for specific groups or committees. When a Standard User has these rights, they are commonly called a Committee Admin.
| Important: Committee Admin is not a separate User Type. It is a Standard User who has Admin Rights for one or more specific groups. |
This article applies to:
- The Govenda Admin site at admin.govenda.com
- The Govenda member site
- Govenda mobile apps
- All Govenda subscriptions
Access Controls
How does access work in Govenda?
Access in Govenda is based on both the person's User Type and any Admin Rights assigned to their groups.
There are two main access settings:
- User Type
- Each person has one User Type:
- Standard User
- Admin
- Super User
- The User Type is set on the user's profile.
- Each person has one User Type:
- Admin Rights on a group
- A Standard User can receive Admin Rights for one or more specific groups or committees.
- A Standard User with these rights is called a Committee Admin.
- Committee Admin is not a separate User Type.
Group membership and folder or item permissions further control which meetings, documents, and other content a person can see.

User Management
Who can create a new Govenda user?
Only an Admin or Super User can create a new Govenda user account.
A Committee Admin:
- Cannot create a new user.
- Cannot edit a user's profile.
- Can add an existing Govenda user to a Group where they have Admin Rights (User Group, Committee, or Board).
- Can edit members' roles and terms for those Committees or Boards.
- Can remove members from those Committees, Boards, or User Groups.
- Can turn Admin Rights on or off for other members of those Committees, Boards or User Groups.
To let a Committee Admin manage a committee roster:
- An Admin or Super User first creates the required user accounts.
- The Committee Admin can then add those existing users to the Committee or Board they manage.
Can a Committee Admin add users to any group?
A Committee Admin can add existing users only to groups where they have Admin Rights: User Groups, Committees, or Boards.
Admin and Super User Access
What is the difference between an Admin and a Super User?
A Super User has every Admin capability, plus additional control over subscriptions and other Super Users.
Only a Super User can:
- View and manage the Subscription page.
- Make another user a Super User.
- Change a Super User's:
- User Type
- Email address
- Active status
An Admin can create and edit Standard Users and other Admins, but cannot perform these Super User-only actions.
Committee Admin Rights
How do I give a Standard User Committee Admin rights?
To give a Standard User Committee Admin rights, keep their User Type set to Standard User and enable Admin Rights for the specific group they should manage.
- Open the user's profile.
- Set User Type to Standard User.
- Make sure the user is a current member of the group.
- On a Committee or Board, the user must have a current role.
- Turn on Admin Rights for the group. You can do this in either location:
- On the user's profile, find the group list on the Account tab and enable Admin Rights.
- On the group's page, open that member's details and enable Admin Rights.
- Save your changes.
The user now has admin access to that group only.
Repeat these steps for every group the person should manage.
Who can have Admin Rights for an individual group?
Only Standard Users need individual group Admin Rights.
- Standard User: Can receive Admin Rights for specific groups.
- Admin: Already has admin access to every group.
- Super User: Already has admin access to every group.
For an Admin or Super User, the group page shows:
"This member has admin rights to all groups"
Permissions and Access Changes
What happens if a Committee Admin leaves a group?
If a Committee Admin is removed from a group, they lose admin access to that group.
They also lose admin access if their role in that Committee ends.
Do content permissions still apply to Admin Rights?
Yes, for Committee Admins. Group Admin Rights do not override folder, agenda item, minutes, or financial permissions. Standard Users and Committee Admins can only see content those permissions allow.
Admins and Super Users can see and manage every folder in the Admin site, regardless of folder permissions.
