How can I assign a topic to materials in Govenda?

Topics are similar to tags or labels. They are used to track related records throughout the Govenda portal. Link together meetings, votes, surveys, agenda items and more; Govenda then automatically builds a list of records for Admins. Records contain links directly to records for rapid review and action.
